On May 4, President Obama submitted a $3.6 trillion budget request to Congress for fiscal year 2010 (FY10). The request includes $53.9 billion for the International Affairs account, a 9% increase over the fiscal year 2009 (FY09) total budget excluding the war supplemental. Within the International Affairs budget, $7.6 billion is dedicated to core global health programs. These programs include maternal and child health, family planning, HIV/AIDS and other infectious diseases. The administration also announced a Global Health Initiative, a 6-year, $63 billion plan, that focuses on developing a comprehensive, integrated approach to global health issues. The domestically focused Labor-Health and Human Services account provides an additional $319 million for direct services through the Centers for Disease Control and Prevention (CDC). Additional government support of $67 million to Fogarty International Center brings the total proposed FY10 global health funding to approximately $8 billion. Finally, a portion of the budget for the National Institutes for Health (NIH) is also devoted to global health research.
The President’s budget request now sits with Congress and budget committees hearings are taking place to establish top-line budget allocations, including funding allocations for the International Affairs and Health and Human Services budgets. Following the budget committees' work, the Appropriations committees will establish account and line-specific budget allocations, including those for global health. The Global Health Council will be monitoring these activities and there will be regular updates.
